Has anyone heard about the newest update that Google will be doing to their algorithm? From what I've heard, in the next update, they will de-emphasize the effect that reciprocal links have on PR. Anyone heard anything?

Well, they already have little effect on PR, as while you gain some from the inbound, you lose some from the outbound link.
I doubt they would modify the PR algorithm to reduce the effect of reciprocal links. Sure they might change their effect on SERPs, but I doubt they would change PR.

good article but it is important to make the distinction between Toolbar Pagrank and Google Pagerank.
The Pagerank displayed in the toolbar is specifically for the toolbar and is only updated every so often (~c 3 months or sometimes longer).
The Pagerank used internally by Google is most probably very fluid just like the SERPs.
Also probably useful to mention TrustRank which is starting to be discussed more often in SEO circles. This relates to the trust-worthiness of a site and may be affected by factors such as age of domain and IBL's from hub or authority sites. OBL's from such sites will carry more weight in Google's eyes.
Well Written overview of Google, Pagerank, Links etc
Thanks |

In order to find out how many inbound links you need to get a certain pagerank, I use http://www.smartpagerank.com/pagerank-calculation-chart.php . It gives a general indication of what kind of link building you'll need to do. |

PageRank is a link analysis algorithm used by the Google Internet search engine that assigns a numerical weighting to each element of a hyperlinked set of documents, such as the World Wide Web, with the purpose of "measuring" its relative importance within the set. The algorithm may be applied to any collection of entities with reciprocal quotations and references. The numerical weight that it assigns to any given element E is also called the PageRank of E and denoted by PR(E).
Google describes PageRank:
“ PageRank relies on the uniquely democratic nature of the web by using its vast link structure as an indicator of an individual page's value. In essence, Google interprets a link from page A to page B as a vote, by page A, for page B. But, Google looks at more than the sheer volume of votes, or links a page receives; it also analyzes the page that casts the vote. Votes cast by pages that are themselves "important" weigh more heavily and help to make other pages "important". ”
Google assigns a numeric weighting from 0-10 for each webpage on the Internet; this PageRank denotes a site’s importance in the eyes of Google. The PageRank is derived from a theoretical probability value on a logarithmic scale like the Richter Scale. The PageRank of a particular page is roughly based upon the quantity of inbound links as well as the PageRank of the pages providing the links. It is known that other factors, e.g. relevance of search words on the page and actual visits to the page reported by the Google toolbar also influence the PageRank. In order to prevent manipulation, spoofing and Spamdexing, Google provides no specific details about how other factors influence PageRank.
PageRank is a probability distribution used to represent the likelihood that a person randomly clicking on links will arrive at any particular page. A probability is expressed as a numeric value between 0 and 1. A 0.5 probability is commonly expressed as a "50% chance" of something happening. Hence, a PageRank of 0.5 means there is a 50% chance that a person clicking on a random link will be directed to the document with the 0.5 PageRank.
