I am a little confused about SEO for Google, and I started wondering if acquiring links steadily actually helps or not, but there is also Yahoo. How does acquiring links steadily work for Yahoo? Can I expect that I will get higher rankings as I keep acquiring links steadily?

Yes, aquiring links is natural for websites that are active - as that is another factor the search engines use in thier algorithms.

This is just a rumor I heard. So, Google has made a major change in SERP. After this update, links from dodgy websites can do some harm. Can it? This is just a baseless rumor ...?

A rumor is essentially how the entire SEO industry runs!

Since we only know a few factors that are absolutely true, anything you hear about factoring into the Google/Yahoo/MSN engines should be taken with a grain of salt.

But think about this: The Internet was around before Google, and it's entire existance is dependant on links. Just use common sense, and if your gut tells you that something is off, might just be a good idea to follow it.

Well, if links from dodgy sites can take you down, your competitor may start posting links to your site on them and your ranking will be harmed. I don't think think, with such a possiblity, search engines are going to adopt that strategy.

From my experience Yahoo SERPs are a lot less sensitive to links than Google. If you want Yahoo rankings focus on aligning site title, description and content.
