Once you've submitted your site, Yahoo will send out a SLURP crawler to index the site and put it up for review by one of Yahoo's editors. But if you are not willing to pay for that then you need to go to yahoo site explorer and submit you website there. once you through the submission you need to verify your website... then yahoo will send their crawler for that. As regarding ON page and links Yahoo gives more importance to the on page factor.
