Your post is a little confusing, what's your take on the Google guide.
I suspect everyone on the forum knows that quality backlinking will help but I suspect you're saying something more.

Instead of pointing all your links on high PR sites just to the homepage page, try point them to pages within your websites. To like an article or product. Google will like the linking more

What level of outbound linking do you think would be 'optimum' to appear as natural. I guess it's probably industry-specific though.
