You will have high quality if you make sure the relevancy, this is first thing and very important, your site must be filled with relevant to your products and service. Or you can't have high quality link and weight.

I think relevancy matter the most but you cannot forget quality. It means to get good ranking against any keyword or reaching the top of search engine you need to have relevant contents with quality. If your website contents are lack of relevance and quality then your website will not reach top of search engine.

To me quality is characteristic and relevancy is more important but with out quality you cannot score good place....

Both things are very important. Non relevant sources can never help you to get good SERP results, if you are promoting your targeted keywords at no relevant sources then you won’t get good SERP result, your keyword will never get good rankings. Quality of work, quality of back links is also so important. We must focus on both the things.

The quality of links is instrumental in any seo campaign. Just getting links for the sake of links is different today than it was ten years ago. Google takes into consideration non extraneous links or valid to evaluate and determine if a site deserves the rankings in serps.

Sometimes it can take a while to get low car insurance quotes at and the auto insurance quotes can be lower.

Relevancy is a part of quality links. there are lots of parameter comes under quality of links link Page Rank, Relevancy, out bound links, last cached date, etc. So, we can't keep quality vs relevancy. I think its useful for you..

I'd suggest that anchor text is the next most important aspect.

that means if google index those pages then only the page get the value otherwise no use.
