I agreed with it. btw, some spamy/low Quality links are also good for targeted "anchor text"

* Social bookmarks submission.
* Press release submission.
* Forum post.
* Blog Creation.(daily post there new articles.)
* Blog Post.
* Blog comments.
* Squidoo Lens.
* Hubpages
* Yahoo Answers.
* classified ads submissions
most IMP from my side article submission, press release submission, forum post, blog comments and hubpages creation.
so try to do more and more works on this methods.
